Terms of Service

Overview

These terms cover your use of the Newburgh Civic Intelligence Dashboard ("the Service"), a tool operated by Converging Strategies LLC ("we," "our") that makes local government records — meeting minutes, agendas, transcripts and related documents — searchable and easier to understand for residents of Newburgh, New York.

By using the Service you agree to these terms. If you do not agree with them, please do not use it.

What This Service Is — and Is Not

Always verify anything that matters against the original source. We show you which documents an answer came from precisely so you can check. Do not rely on an answer from this Service alone for anything with legal, financial, or civic consequence — a filing deadline, a property matter, a public hearing date, or testimony you plan to give.

The Service is not legal advice, and it is not an official channel of the City of Newburgh or any other government body. We are not affiliated with, endorsed by, or speaking for the City. Official records and official answers come from the City itself.

Accounts

You can ask a limited number of questions without an account. Creating one gives you a higher limit and lets your conversation history persist.

• Give accurate information when you register, and keep your password to yourself.
• You are responsible for activity under your account. Tell us if you think someone else has access.
• One account per person. Do not create accounts to get around question limits.
• You must be 13 or older to create an account.
• You can delete your account at any time from your account menu. It takes effect immediately.

Acceptable Use

Do not use the Service to:

• Break the law, or help someone else do so.
• Harass, threaten, defame, or invade the privacy of any person, including officials named in public records.
• Submit deliberately false community tips, or tips intended to target or harm someone.
• Scrape, bulk-download, or automate access without our written permission.
• Work around rate limits, question quotas, or access controls.
• Attempt to manipulate the AI into producing harmful output, or to extract system instructions.
• Probe, scan, or attempt to breach the security of the Service.
• Resell access, or present our output as an official government record.

We may suspend or remove accounts that breach these rules. Where the breach is not serious we will tell you first and give you a chance to put it right.

Community Tips

You can submit tips about what is happening in Newburgh. When you do:

• You confirm the tip is truthful as far as you know, and that you have the right to share it.
• You give us permission to review it, translate it, and use it to inform civic reporting — including reporting published on newburghtimes.com.
• We may edit, decline, or remove any tip. We are not obliged to publish or act on anything.
• Do not include information about other people that they would not want shared, and do not include anything you are legally obliged to keep confidential.

Tips are reviewed by our team, so please do not treat them as anonymous or confidential. If you need to report something sensitive, contact a journalist or an appropriate authority directly.

Public Records and Content

The government documents in this Service are public records and are not owned by us. Our summaries, answers, and the way we organize and present the material are ours.

You are welcome to quote and share what you find here — this is a civic tool and that is the point. Please cite the underlying record rather than presenting an AI summary as the source, and do not republish our output in a way that suggests the City wrote it.

Paid Plans

The Service is currently free to use in Newburgh. If paid plans are offered, payment is handled by Stripe, subscriptions renew automatically until cancelled, and you can cancel at any time from your account. We will set out the price, billing period and refund terms clearly before you pay, and we will give you at least 30 days' notice by email before changing the price of an existing subscription.

Availability

We try to keep the Service running and accurate, but we cannot promise it will always be available, complete, or up to date. Records may be missing, delayed, or incorrectly processed. We may change, suspend, or discontinue features. The Service is provided "as is", without warranties of any kind.

Limitation of Liability

To the fullest extent the law allows, we are not liable for any indirect, incidental, or consequential loss arising from your use of the Service, including any decision you make based on an answer it gave you. This does not limit any liability that cannot lawfully be excluded.

Privacy

What we collect and how we handle it is set out in our Privacy Policy, which forms part of these terms.

Governing Law

These terms are governed by the laws of the State of New York. Nothing here removes any right you have under consumer protection law that cannot be waived.

Changes to These Terms

We may update these terms. If a change materially affects your rights we will notify registered users by email rather than relying on you noticing this page. The date below shows when they were last revised.
